This is about opening in a minor suit when you have a 4-4-3-2 or 5-3-3-2 notrump hand with a point count requiring a 1-of-a-suit opening followed by a 1NT rebid to show your balanced hand. (Usually 12-14 points with a 15-17 1NT opening.)

If, when you open the minor and partner bids a major and you have 3 card support, do you bid your 1NT or raise partner's major 1 level with only 3 card support?

The rule used to be always bid 1NT.

A better guideline offered is this:
You raise partner's suit (and do not bid 1NT) when you have at least 1 honor in partner's suit and a weak doubleton in another suit.
Your weak doubleton is likely to cost too many tricks playing in notrump but you have a possible ruff playing in partner's suit.
Your 3 cards with an honor are almost worth 4 cards and there are worse things than playing in a 7 card major fit, for example going down in 1NT.
